On 24 September 2010 Intellectual Property Office of the Philippines (IP Philippines) and WIPO signed two cooperation agreements.
(1) Development of Intellectual Property Office Technical Infrastructure
This agreement aims to modernize IP Philippines’ IT system by providing the office with technical assistance in the implementation of WIPO’s Industrial Property Automation System (IPAS).
IPAS will be completely deployed by November 2012.
Modernizing the IT system of Intellectual Property Office of the Philippines will provide simplified, transparent, and consistent registration procedures, and will also empower the applicants since they will be able to track the progress of their application, encouraging more filing from local businesses, creators and inventors. With IPAS, the IP Philippines will be able to deliver timely and quality services.
(2) Establishment and Support of the Innovation and Technology Support Offices (ITSOs) in the Philippines
This second agreement is for the development and establishment of Intellectual Property Office of the Philippines’ Innovation and Technology Support Offices (ITSOs). IP Philippines will focus on building institutions that have high potential for using the IP system and promoting it to its constituents.
The ITSOs will enable the users and generators of IP to access patent information, provide them with training on basic IP skills, and on technology licensing.
