A few years ago Germany was leading the race, but China came in with .CN Domains and took the first place. There have been some changes in .COM.CO and CO (Colombia) Domain registration policy:
.COM.CO – NO REQUIREMENTS
From February 7th, any person or company is able to register .COM.CO domain names. Previous domain requirements (local representation and trademark documentation) will no longer be applied.

.CO – LIBERALIZATION
Starting March 2010, the top level .CO extension will become available to current registrants of .COM.CO domain names. If you are the current owner of a .COM.CO domain name, please contact us in order to register your .CO domain with top priority before it becomes available to the public. Last 25th of February the oficial Registrar for Colombian Domain Names held an interview that gives us an inside of what is going on with the new ccTLD .CO domains.
